Background
On August 27, 2018, at the 5th Anniversary Symposium on Promoting the Belt and Road Initiative, President Xi Jinping emphasized that the Belt and Road Initiative (BRI) has, in 5 years, grown from a mere concept into a key platform for building economic cooperation. President Xi stressed that, as ambassadors for the Belt and Road Initiative, enterprises should fulfill their social responsibilities and pay attention to environmental protection.
Many countries along the Belt and Road are in a stage of rapid development, and there is huge potential for cooperation between these countries and China. The development of China’s outward foreign direct investment, prioritizing high quality production capacity, improves the competitiveness of Chinese enterprises on the international stage, and facilitates China’s upgraded position on the global resource allocation and value chain. At the same time, many BRI countries are ecologically fragile. Given the environmental constraints of addressing climate change and reaching sustainable development goals, it is urgent that these countries consider how to most effectively manage the environmental and climate risks of BRI through creative ideas, policies, institutions, and technologies. With the implementation of the Belt and Road Initiative, China and BRI countries have cooperated on economic, social, and cultural issues, as well as on ecological protection, production capacity and addressing climate change.
President Xi Jinping, in his keynote speech delivered at the opening ceremony of the 2018 Beijing Summit of the Forum on China-Africa Cooperation (FOCAC) hosted by China on September 3 -4, reiterated that China is ready to increase BRI development cooperation with international partners. Xi also noted that China hopes to use BRI to develop a road to peace, prosperity, openness, green development, and innovation. President Xi highlighted industrial promotion, infrastructure connectivity, trade facilitation, green development, capacity building, health care, people-to-people exchanges, peace, and security.
The Belt and Road Green Development Partnership is currently preparing for a third forum, entitled “Production Capacity Cooperation and Green Innovation,” and invites representatives and experts from government, financial institutions, industry experts, investment companies, and civil organizations to gather in Beijing on September 26, 2018. The goal of this forum is to promote progress on the implementation of Chinese overseas green investment practices, helping to establish environmentally friendly societies and to share green, low-carbon development experiences with BRI countries. In addition, it provides an opportunity to discuss available measures to address serious problems faced by the international community as a whole, such as climate change, desertification, and soil and water loss. This forum will promote resource-conserving, environmentally-friendly societies, helping to realize sustainable development on a global scale.
